I din't get my broadband pin number yet

It being around 10 days when i take bsnl landline for broadband. The bsnl executive told me that my internet will start, when i'll get my pin number and it will take around three days but i m still not getting my pin no. The bsnl executive who is posted in my area he demanded money for that landline, may be because of this my connection is not started yet.(my ladline no is 0120-2906715
