Speed of downloads

I have BSNL broadband plan 750, which offers a speed of 512kbps and its monthly unlimited plan. For the past several months i am facing a lot of difficulty in surfing, downloading and uploading. This matter is reported to the authorities viz; consumer complaint cell, JE, and SDO several no of times. But till date there is no change in the situation. Against the offered speed of 512kbps I am hardly getting 3 or 4 kbps and sometimes it reduces to just a couple of bytes per second. Kindly help.
