Late bill arrival

I pay my broadband bill regularly at the end of the month around 28/29th. But In this current month (March) BSNL broadband bill due date was issued on 15th March & suddenly a call from the respective office on 18th to inform about the billing. when the officers or clacks will take up their job seriously?
