Inadvertent downtime

For last one month my BSNL broadband through telephone cable is working erraticly. There is no notification by this idiotic organisation to its customer. Why the server remains down and when is it expected to be consistently up is beyond God's guess!

Why am I supposed to pay them in full when I am unable to use their services consistently in this month? Why can't there be a discount in cases of such downtime to the customers using Unlimited Plans?

Cannot contact concerned officers over telephone. They are all incommunicado for understandable reasons!!

Why such companies exist on earth? Their utterly high handedness is understood as by policy no metering of data usage/phone calls is existent at customer's premises. This is so unfair.
