Excessive Bill

Hello,
I had upgraded my broadband connection on my land line number 0734-2510443 with plan 2799. On July I planned to shift myself to Indore where I had taken a new connection and applied for same plan but before I went there I had submitted an application to downgrade my plan to Home-250 for my connection in Ujjain. Assuming that it had got downgraded, I finally got myself shifted to Indore. On around Sep I got a bill of around 8K and I could see that the same plan Business-2799 was there. I immediately went to BSNL office but they were not accepting the fact that I had given them the application for plan downgrade. Then I had registered a written complaint at their office for which, after some weeks, a person called me and told me that they will fix this issue and will give me a new bill. There was no response from him for so many days. I called him and he said, he definitely will get me a corrected bill, no response yet again. Now again on Feb I got a bill of 23K. I, again, filed a complaint, but this time, no action. Then I sent few complaints via BSNL website. It's been a year now and now I'm getting a legal notice from their lawyer, it's irritating. If they will act like this, I will file a complaint at consumer forum. I hope, people here suggest me few things.
