Snl service

I am from eanduvambadi village in T.V malai dt, tamil nadu. i asked for broadband connection in kalambur bsnl office. but they are not replying properly and they are not ready to give the form also. about 2 weeks i am troubling with them. they didn't take any action..i dont know why they are working.so i want to complaint about bsnl service.. where do i complaint??.what should i do??.and finally i go for other network service...
