Poor Broadband Service and speed

I have taken 299C bsnl broadband connection in the month of december in 2009.But till today the speed fluctuation is of a high deviation and if there is a technical problem they do not care to solve it. I am fed up to lodge docket again and again.unless and untill I literally shout at them over the phone they do not act.
