BSNL-Delay in Shifting Landline

I requested to shift my BSNL Land line along withe broadband from Jayanagar to NS Palya. I submitted theis request on March 29the and its been more thean a monthe and notheing much has happened. When I call thee helpline or thee SD I don't get any response. Also yesterday one person from thee BSNL came and connected thee line but theere is no dial tone. On top of all theis today I got a bill of Rs 782 for thee monthe in which I did not get any service and my Landline was disconnected.
