Why My webhosting server is blocked by Bsnl

I got my broadband two days back. (750 Unlimited)

as per the plan the should be 256kbps but i am getting max 30kbps.

and now i noticed some on the sites have be blocked by BSNL which i use regularly.

like. my own website, my Shell server, my webhosting server, i am not able to use my paid services bcz other this no reason blocking.

why we are not getting freedom to use things in our way when we are paying for it?

or we are paying to them bcz we are stupid?
