Waiver of rent

My telephone no. is 2672119 code is 181 from last 2 months my phone is not working properly in a month it is out of order for 20-25 days i have all the comp. no. with me i requested bsnl to waive my rent and other charges as per law i have broadband on my no. also i gave many letters toPRO regarding this but i m receiving full bill from bsnl what can i do now they r charging me without any srevice help me
