Speed is toow slow

The bsnl gives evdo (wll internet) by saying the speed will be 2.4 Mbps but the truth is that it doesn't do so at my home speed reaches to only 80 to 150 kbps bandwidth by which internet connection is too slow by download manager it download at 25kbps approx speed

and i am living at core of bhilai so speed must be higher at the speed of 200kbps on download with download manager for this bandwidth must be above 600kbps
