Broad Band Speed and Connectivity problem

I have broadband Connection at my Office and I booked complains so many times but all officers in Rajkot saying that is fault from head offfice of bsnl and some times in week the broadband coneection not works and some times i have speed of 8 to 40 kbps and i have plan for 256kbps to 2 MB

I want to know how can solve this problem and If any body knows person which can solve this problem then please send me their contect detials.
