Oaband usage charge is over billed

Broadband usage charge is over billed for the last three months (dec, jan, feb). December month is come in jan month, but janaury month bill is not come suddenly last month last week come one bill then see the bill, i'm really shock see the bill. The division office can't responce asking this bill detail (broadband usage bill) officer told one offfice to anther branch office, they can't responce my bill details. pls cure my complaint. i'm attached the bill to this complaint.
