Not providing promised

Hello, Im from Kottayam, Kerala.. from a place called Njeezhoor. Im a subscriber of BSNL's 750 unlimited plan. According to this plan, they assure a fixed speed of 256 kbps. But we never get the speed they promise. This is true for all of us in our area. Our net is too slow. This is evident when we use 256 kbps speed of other service providers. There is no speed enough even to stream a video. Actually the service used to be nice but for last 2 months we are lacking speed. Every website is slow. Please help us in taking necesary actions and help us in getting what we pay for.
