Taking advantage of ignorance of beginner

Sir,
As a beginner of BSNL Broadband user, I am used by BSNL by not providing the required information i.e. my Portal Id in time. That sir, obviously, in order to start BB use economically, I chosed Plan of H-250 in the beginning from the month of May. I tried to view my usage bill through net, but all in vain. Whenever i phoned customer care, i was told to visit the local exchange. The person in charge of local exchange gave me the data of my email id whenever i asked. I was given my portal id only after one and half months of my BB subscription. Had i been given my Portal ID in time, i could have seen my daily BB usage and could have changed the BB plan in time.i was stunned when i saw my bill through net using portal id. Then i changed my plan to 750.
Now, two months i.e. May and June usage bill is given about Rs10000/-.
Who is accountable for this? What should i do now? Pliz help me.
