About concession

Sir,

I am working as a BT Assistant in Govt Panchayat union School. I got broadband connection last year. I submitted my application for 20% concession in Becember 2009. But still I pay the full amount. I enquired in BSNL office about that matter. They told me that they looked in the matter. How will I get 20% concession? My phone number is 04256-243331.
