No speed as per plan

I have a broadband connection of bsnl. I have chosen Rs.900 tax plan and I was offered 4.1kpbs speed by the authorities during the installation. But till now I am able to get only 100 mpbs speed only. I have complained via phone and personally requested them to fix the problem (not yet given them a written complaint). Till now no action they could taken, though I have been paying the rent as per the plan I have chosen. Kindly take necessary steps to fix my problem and pay me back the excess money collected from me.
