Excess billing on nic

I have a nic connection with number 09188015818 kollam kerala.for last six months an excess amount of Rs 100/- each charging as roaming charges.as i had never applied for roaming i submitted a complaint before AO (mobile) Kollam to stop the excess billing and refund the excess paid amount. no reply recd from them even after four months and i sent complaint to CGMT Kerala which also have no response. immediate action is requested to redress my grievence.
