Oad disconnection

Espected sir

i am dilshad saifi had a broadband connection form bsnl . it was not working properly i complaints many time but they did not take any action so that i applied for disconnect it in September i have receipt of it.. but they did not disconnect my broadband, i found it now when i received the bill. now they are saying pay the bill of between September to December. please tell me the solution what can i do to prevent the bill
