BSNL 3G speed complaint and scheme change without notification

Hello sir,
I am using BSNL 3G data card for the last 4 months or so. As like other users said, the speed for 300 Kbps initially and now it is only 48 Kbps. Moreover, I bought unlimited scheme by paying money in advance for 6 months. Whereas they have issued a bill for Rs.40, 000/- to me. I have also given a legal notice to BSNL Accounts Officer, Trichy. Moreover with regard to speed, they have cheated us saying that it is 3Mbps speed. But it goes only upto 48 Kbps speed. Kindly forward my complaint and do the needful... Prasanna.
