Broadband Plan Change

Currently I am using "BBG250" plan. When I request to change my plan to "BBG Combo 1111", the T.T. of the District Broadband Section of BSNL says that you should pay Rs.11, 110/- for the plan changed. In that time I already cleared my Bill and a Xerox Copy of the Bill also enclosed in the request peper. This is strange to me. I don't know what is the reason of this. Please Help me.
