Noisy line and link failure of broadband

For d last 15days... my phone line is noisy and there is link failure of bb..I have complaint both for bb and my noisy line through bsnl complain booking service (198)..In spite of complaining I went to bsnl office (north gate) 3-4 days..But till today my phone line is as it is before 15days and without using BB I have to pay my monthly rental and this feels so disgusting..
