Charging bill without any service

I have one bsnl NIC CARD through which i was using internet. on the month march i didn't pay bill due to some reason so from bsnl side they disconnect my that no so that i was not able to use internet. i didn't use from that time internet facility but they are sending me increased bill every month, is it right? what will i have to do.
