Excess of bill

Hi i was using bill phone from last one year, i have paid bill regularly though its disconnected frequently and not meeting promised speed till may i have used and i was getting irritate by using this service so i did not paid the bill they disconnected the phone at the time disconnection the bill was 1800 but now their are forced me to pay 3050 for non using period also i have pay it seems is it fair??? if u want me to pay i will pay the used bill that's it..
