Phone not working from the last one month

My landline phone no. 0130-2259058 not working from the last one month & i have complained 2-3 times for it... they don't tell me the actual time period in which my phone starts working... my monthly fix rent is approx. Rs.950/-...in this type of case who will pay the rent (not working period) of the phone (when even after complained phone is not working continuously for a long period).
