Non availability of comitted speed of bsnl broad band speed

Sir, I have Installed a bsnl broad band connection combo home plan (unlimited for Rs.750/pm) on December and bsnl committed the speed of 512kb/s, but the speed is always below 100kb/s mostly 25 to 70 kb/s. I have complained with costumer care on ph.no.1504 and they installed pin in my internet protocol but no change has been observed. I request to your good self kindly help me for justic and oblige.
