Slow 3g speed

I am a old bsnl customer and my no is 9471115777.I am facing slow speed in 3g network in my town. I recharged with 25 rs 3g pack and speed i am getting is 20KBps 2g speed in 3g recharge.while my frnd is getting 5mbps in same network.with same plan.i want the speed i deserve in 3g network.
