BSNL Data Card problem

Dear Sir/Madam,

I have a BSNL Data Card (Wireless Internet) connection (CDMA No.-3327140547, ESN-11EF752C), which

is not working properly from the very first day I bought it. Its maximum download speed reaches merely 5 kbps. and it cannot be connected to internet several times. I lodged complaints a considerable number of times, but have not get any solution. The customer service officer said he had nothing to do. So, I want to surrender my Data Card and want to take back my money (Rs.-2912/-, which was the cost of CDMA Data Card modem).

So, kindly provide me a better performance or, give my money back.
