BroadBand connection

I have requested for New BSNL BroadBand connection.

Earlier they have told me that there is the fesiablity but now they are saying that there is some line problem so that they will not be able to give the connection.

I think they people are taking Bribe from other service provider Like reliance and airtel. Because in my society Instead BSNL lines is their the BSNL worker are denying to give connection.

Please help or let me know where to lodge a complain against them.
