Excess billing

I use bb home 1000 plan through my landline 04328 225302. in oct i have used only 4.1 gb of the 5 gb free usage permitted. but i have been billed rs 3172. my complaints at the local bsnl office have not been cared for for more than 3 weeks now. iam being forced to pay the bill lest my connection will be terminated.pl help
