Fraud

I ordered two trousers to www.djeansonline.com on 14.8.2011 through order number 140811000327 and paid an amount 1889 through my debit card. I made several queries about my order. Every time I was being told that it was going to be sent on that day. They did not sent send anything. Once I requested for refund they are almost refusing to do so. This looks to be a fraud company which is cheating customers and usurping the money. I want to know how the action against them can be initiated.
