Worst speed of Airtel Data Card connection

Dear sir

my Name is Roshan Singh from New Delhi i m facing problem from last 1month with the speed of Airtel USB Data Card which we have purchase from AIrtel Store (Naraina) I bought airtel data card of 1800 and a plan of 999/- of 256kbps but i am only getting 0-7 kbps. I had not even thought that i will get that much speed its really hopeless internet connection. After registered lots of complaint to call centre & for other sr. officer from Technicial Dept. or from Billing Dept. or from Technicial Deppt. at Chandigarh. but till now not getting any satisfactory aster from any one the airtel compnay now i would like to tale legal action with the propem is this possible.
