Product is not being delivered in time as claimed

I have ordered one Targus laptop cooler for my laptop but it is not being delivered in time as claimed by the website itself. It's been 5 days but still unable to get the product through courier. Why they claim such a bullshit? I am fed up with the Customer Care service too. As I call them up, they smartly say, "you will definately receive the product within 24-48 hrs
