Non delivery of goods

Hi,

I placed an order with Flowernemotions online portal and transferred payment for delivery of chocolate Hamper worth Rs299/- in December. I got a confirmation email from the id response@flowersnemotions.com as well I spoke to them to confirm receipt of the payment. Subsequently I called up on Jan 15th (a day before the item was to be delivered in Cochin) to confirm. Again called up on Jan 16th. However the item was not delivered. Subsequent calls to the cheat who is running this online portal http://www.flowersnemotions.com/ were not picked up / line was cut. Somehow managed to get him online later in Jan and he promised to either deliver or refund the money. But till today neither has happened and I have lost Rs.299/- plus money on phone calls plus loss of face to the relative who was to receive the gift since I was forced to call and confirm if the gift was received or not.
