Winning of GBP250000/-in guinness mobile draw is it correct?

I have received a mail from guinnss2010@hotmail.com to my mobile phone that you have won GBP250000-in guinness-intl-mobile draw 2010 -#3-contact Mr. Mike, after contacting him by mail he send a mail to me to contact Outflow courier express and ask them what it will cost you to received demand draft, afterthat Outflow courier express sent a mail to me to pay Rs.13500/- to Lalfelli in SB account at SBI, Mumbai for courier parcel charges for delevery of my demand draft. Is it correct or fake? Is it possible to take action against them? Many people are suffering and many people were cheated by them. Will the Government take any action against them to donot repeat this cheatings?
