Download Usage Charges

This is more of a Question rather than a Complaint. This is with regards to Download Usage Charges that different Internet Service Providers in India. We can not understand that why everyone gets charged for Downloading in India whereas everywhere around the world there is just the monthly subscription fee. There is nothing like Limited or Unlimited in other countries. Whereas here a company like Hathway charges Rs. - at 256 Kbps per month for Unlimited usage. Here, they dont even give the 50 % of the speed promised. On the other hand if we go for Airtel they charge Rs. 1000 at 256 Kbps per month for Unlimited usage. Since, they say the speed is UPTO we cannot even do much about it. But still right from all the service providers like MTNL, Hathway, Airtel, Sify they charge 90 paise to 1 rupee for 1 MB where speed is not a matter of concern. Has the Information Technology Act or the Government provided a specific Slot to these service providers like Wavelengths provided to Mobile Service Providers? Is there a Law defining all these matters or ISP providers will keep charging whatever they and exploit the consumers.
