False commitments by Customer Care

I have a Broadband cum voice plan with Airtel Ltd (tel no. 040-42219468) at Hyderabad. on 9th June I had asked for a cancellation as I found my current plan to be expensive. The customer retention official at Airtel promised to give me a special plan which would be cheaper with the same speed. The plan was to be changed from a Rs. 899/- to a Rs. 499/- plan. This has not happened since the last 2 months and I am repeatedly being charged the old rental. I want to cancel my connection due to the false commitment given as well as get my refund.
