Server down and not listing to custome

Hello,

i purchased reseller hosting plan from the below company

from the starting i face many problems for downtime and server is not working for around 2 days instantly many times..

after first 1-2 talk via their phone now they are not receiving my any call

and when their server is down they are not receiving call from any numbers.

this is repeating issue and i also sold packages to my clients and i have to listen from their side.

they says to submit ticket at the time of problem but at that time their customer login site is also not working so we can't submit ticket about problem.

they says about 99% uptime guaranty

but on average their servers are 90% uptime only..

if we consider for 2 days downtime in a month then also it is 93% uptime

so i would like to register complaint for lack of service and not responding to custome
