Net-setter new connection

Idea sales person duped me with a new wireless broadband (net setter) connetion. He collected all the money and documents from me and then came to me with his problem with my address proof issue. i had given him my rent agreement paper (valid for next 3 months). He asked that it needs to be associated with a NOC from police dept. He charged me another 450 and collected my original of PAN card and original rent agreement paper and 6 passport size photo. he did it al around 15 days before. 5 days before he told me that police station clerance wil take time. then it was decided that he'll return me all the docs and money the next day. Now, after 5 days he is not even taking my calls. His name is samir and he came from kharghar. i stay at powai.
