Very slow speed and server down

Very slow internet access speed. My device is not providing not more than10kbps speed all times. Service provider promised that will provide speed upto 236.8kbps and not less than 60kbps. So please provide me good speed to work on internet with idea. My idea number is 9010196925.please do rectify my problem as soon as possible.
