Defective product shipped and not replacing/refunding

I purchased a Heater from Indiatimes shopping which was delivered damaged. Upon calling the customer support they were unable to log a complaint for 5 days as their system was not running.
When I was finally able to register the complaint, they promised they would replace the product in 5-7 days. It has been 60 days and even after over 100 phone calls and emails, there is no change in the situation. I wrote to the escalation manager and even to the MD of times group, but it seems that the culture of neglecting customer service flows from the top. Pathetic experience. The only option left is to file a complaint in the consumer forum.
