3g usb modem
Wrong information or cheating

I have take pre paid plan of 196 rs. per month and speed of internet described 236 kbps but when i use that plan, the speed was so slow it round about 12, to 80 kbps and it is not consistant... then i ask in customer care office, they reply that it is because of network but when i check network, it was full network... so please solve this problem fast otherwise i have to go consumer forum.and register the complain...
