Paid a Web Developer and now cannot get in contact with him

Hi,

I am Australian.

I will make this short, as I am not sure if this is the right place for me to make a complaint.

I hired an Indian designer/developer to do my website. We signed a contract. I paid him. He did a draft for me after a long time of communication. I spent hours and hours emailing him with every detail possible. This was in August.

It is now March and I haven't heard from him about 1 month. He hardly wrote back to my emails and always said he was away or his developers were sick.

Please help as I lost a lot of money.
