Problem regarding speed and constant connection

Sir,

I am using a broadband connection for 3 months now from 10th March. The package details are as follows -

So, as per the plan I should get speed around 256 Kbps during 8 A.M.-12 A.M and up to 2 Mbps from 12 A.M. to 8 A.M. But in reality, this is what I get, 60 Kbps-100 Kbps during 8 A.M.-12 A.M. and 20 Kbps-40 Kbps between 12 A.M. to 8 A.M. In addition, most of the time in a day, there is no connection!!! I have to call the local representative every day, some times, 2-3 times a day to get the connection. One of the most used and lite site in the web world having trouble to open properly i.e. Google. I can't even check emails or send one. Please help me as they don't even bother listening to me.
