Received Email stating I have won 500, 000 UK pounds in MSN/Yahoo lottery on 17.01.10

Is there any such lottery incorporation conducting lottery. They have sent me a attachment of the Photo ID of Richard Cambell, stated as Delivery officer and he has arrived in Delhi this morning holding a draft in my favor for the amount 500, 000 British pounds of which is attached a copy of the draft issued in my name. He wants me to clear the customs duty of Rs 32700/- to reach chennai and go to my bank and deposit the cheque.

Can this be true, amazingly how can one send scanned ID card and a draft of NatWest Bank London. Most of persons I asked state it is scam. Then how is it that these persons are able to easily fool people if it is a scam.
