Exploitation of consumer by not providing the speed for what they are charging

Hello Sir/Ma'am

My name is tanveer Khalid and I am a resident o Zakir Nagar Okhla. I have subscribed to Mtnl triband service of 512 kbps speed for a monthly charge of Rs.999.But it's been about two months that i am facing a slow speed problem when i chwck the speed of my connection through their site it shows only 256kbps. I have been regularly complaining about this to the department but no action has been they just call me up and say " someone will go to your house will see what the problem is "

But No one has ever come to my house to see the problem.

the plan also says that the download speed will also go upto 512kbps but it has never reached beyond 30kbps

I want you take a an action quickly
