NO RESPONSE TO SLOW DOWNLOADING SPEED

I have been receinving very low downloading speed speed since past one month. the speed which earlier used to be around 200 kbps is now only 28 kbps. i complained a lot about it but no response. moreover they say that you may do anything but you will not get speed above this . some more subscribers are complaining about the same problem in our locality.
