BSNL in their website annonuced that, if roaming facility is not required, the monthly usage charge will be reduced to Rs.250.00 per month. Here in Kerala the same is not implemented, why? I've registered a complaint with BSNL (request no. is 14101331002240001), and with other higher officials in BSNL (all required info. is available in their website), but to no joy.

What am I to do next. Please explain.
