Decrease in speed of internet

I am from Berhmapur

I am having an Ortel Internet Broadband Connection with Ortel Economy Plus Scheme.

I used to download at a speed of 64kB/s (maximum).

Since last week I have not been getting that speed instead I get 42kB/s (maximum).

I informed the Ortel Communications Berhampur.

They say that there has been some kind of maintenance work is been going on.

But I need to know correctly when am I going to get the full speed of 64kB/s back.
