Not delivering the product nor cancelling the orde

I had placed an order on the website http://www.timtara.com/ on 31/10 for a mobile handset. Due to delay in delivery, I have tried contacting them many times to cancel the order. I had been trying to cancel the order since 12/11 and have not yet been cancelled yet. Whenever I try an call they they just repeat the same statement stating it will take 48hrs. They have never called me even once after repeatedly complaing on their website and over the phone. Please check weather there is anything that I can do. I had made the payment using my CC and even the bank said they cannot revert the payment.
